San Antonio is the big city at the southern foot of the Hill Country, and most of its barndominium, shop and barn projects go up on the acreage that rings it: the limestone hills north and northwest of Loop 1604 toward Helotes, Grey Forest and Timberwood Park, the corridor northeast along I-35, and the open country south toward Castroville and Pleasanton. The rules split cleanly at the city limit, and the aquifer runs under the north side.

Building around San Antonio

The city fills the middle of Bexar County, and the barndominium buyers mostly sit on its edges: the Hill Country side inside and just outside Loop 1604 (Helotes, Grey Forest, Leon Springs, Scenic Oaks, The Dominion, Timberwood Park, Shavano Park), the northeast corridor along I-35 (Live Oak, Universal City, Converse, Selma, and Schertz and Cibolo on the Guadalupe County line), and the open land south and southwest toward Castroville and Pleasanton. Many of these buyers commute into the city and want a home with a shop, an RV bay or horse facilities on a few acres, and the same builders that work the Hill Country towns work here.

Barndominium builders in San Antonio, TX

Barndominiums and metal building homes lead on the acreage outside the city limits, with workshops and detached garages close behind, because a shop or an RV bay is usually the reason the buyer left a subdivision. Horse barns show up on the northwest side and toward Bandera County. Inside the city limits the work is more conventional and fully permitted.

A San Antonio barndominium contractor works two rulebooks in one metro. Inside the city limits, Development Services permits and inspects a custom-built home like any other house, with full plan review under the city's 2024 codes, and any detached shop or garage over 300 square feet needs its own permit. Outside the limits, in unincorporated Bexar County, there is no residential building permit or inspection at all, and the binding permit is the county septic permit. Ask any general contractor which side of that line your tract is on before the turnkey quote is written, and whether the tract sits over the Edwards Aquifer recharge zone, where TCEQ has to approve a water pollution abatement plan before the first shovel.

Texas licenses no home builders or general contractors, so the checks that protect you are the ones you make yourself. Permitting in and around San Antonio

Inside the San Antonio city limits, the city's Development Services Department issues residential building permits: a new home goes through full plan review, a detached accessory building over 300 square feet needs a permit, and the city adopted the 2024 International Residential Code on January 30, 2025. Outside the limits, Bexar County does not regulate, inspect or certify single-family construction. Its Fire Marshal permits commercial, public and multi-family buildings, and a pre-built building set on a property can trigger that permit too, so ask before a kit building is delivered; a homeowner can request a residential permit only voluntarily, usually because a lender or a homeowners association wants one. What every acreage build outside the limits does need is the on-site sewage facility permit from Bexar County Environmental Services, which states that every septic system in the county must be permitted and inspects each installation, plus a floodplain development permit if the tract is near the 100-year floodplain and a driveway permit onto a county road. In the city's extraterritorial jurisdiction the city handles platting and its tree ordinance, not building permits. Parts of the north side sit over the Edwards Aquifer recharge zone, where TCEQ must approve a water pollution abatement plan before construction.

North and northwest of the city the ground is Hill Country limestone on the Balcones Escarpment, often over the aquifer recharge zone, so plan on an aerobic septic unit, rock work in the pad and the TCEQ review. South and east the limestone gives way to deeper soils and the foundation design changes with them. Do I go through the city or the county in San Antonio?

It depends on which side of the city limit your tract sits. Inside the limits, San Antonio Development Services permits and inspects the home and any detached building over 300 square feet. Outside the limits, in unincorporated Bexar County, the county does not regulate or inspect single-family construction; you deal with Bexar County Environmental Services for the septic permit, Public Works for floodplain and driveway permits, and the Fire Marshal only if the building is commercial, multi-family or a pre-built building set on the property. In the city's ETJ the city handles platting, not building permits. Confirm your jurisdiction first.

Is my San Antonio land over the Edwards Aquifer recharge zone?

Parts of northern Bexar County are, and TCEQ regulates construction there: a water pollution abatement plan has to be approved before any regulated activity on the recharge zone, and a contributing zone plan applies to sites that disturb five acres or more or belong to a larger development. Check the parcel on TCEQ's Edwards Aquifer map before you design, and build the review time into the schedule.

Do I need a septic permit on acreage outside San Antonio?

Yes. Bexar County states that every on-site sewage facility in the county must be permitted, and it inspects each installation. The permit comes from Bexar County Environmental Services. A standard system is renewed every five years with a pump receipt and a $30 fee; an aerobic unit carries a two-year initial permit and then a maintenance contract on file with the county. The county page states no acreage exemption, so plan a permitted system whatever the tract size.
